Mr. LePla is an attorney with Hart, King & Coldren who specializes in land use, environmental and real estate law.

Mr. LePla served as an urban planner for several City Planning Departments in San Diego County, after graduating from the California Polytechnic State University, San Luis Obispo in 1986 with a Bachelor of Science degree in City and Regional Planning.

He attended the University San Diego School of Law while working as a clerk for the law firm of Higgs Fletcher and Mack, where he became an associate attorney in 1994.  Upon receiving his J.D. and being admitted to the California State Bar he worked at the law firm of Lounsbery Ferguson Altona and Peak before going into a solo practice.

Mr. LePla has served as Chairman of the Escondido Housing Advisory Commission, Director of the Escondido Chamber of Commerce, and Citizen Advisor to the San Diego Association of Governments (SANDAG). He is a member of the American Institute of Certified Planners and holds a California Real Estate Brokers License.
